About the Project

The Honolulu Board of Water Supply (BWS) is planning to build an innovative desalination water facility in Campbell Industrial Park that will produce 1.7 million gallons of fresh water daily. Known as the Kalaeloa Seawater Desalination Facility, the plant will be a new source of fresh water to support the needs of the ‘Ewa District.

Kalaeloa Desalco LLC

DBOM Contractor

The Project will be undertaken by Kalaeloa Desalco LLC (Kalaeloa Desalco), a licensed “A” General Engineering Contractor in the State of Hawai’I (CT-38284). Kalaeloa Desalco is comprised of two equal owners: Consolidated Water Co. Ltd. (CWCO), a Nasdaq-listed public company, and PERC Water Corporation (PERC Water), a wholly owned subsidiary of CWCO.

Nordic PCL Construction

Prime Subcontractor

Construction of the Project will be performed by Nordic PCL Construction (Nordic), bringing more than 80 years of history and successful general contracting services to Hawai'I. Established in 1938, Nordic has completed over 1,000 projects throughout the state and over $3B in construction since 1994. Nordic, as a member of the PCL family of companies, brings together the best of both worlds—local market knowledge and financial strength with global resources.

PERC Water Corporation

Managing Member/Operator

PERC Water is an innovative water infrastructure company that develops, designs, builds, operates and manages water infrastructure throughout the United States. Established in 1998, PERC Water's unique project approach results in certainty of cost, schedule, and water quality for clients. As the managing member of Kalaeloa Desalco, PERC Water will manage the Project’s contract, general engineering, design, construction and will operate the Facility throughout the 20-year Performance Period following completion.

Consolidated Water Co. Ltd.

Guarantor

Under a Single Guarantor Structure, CWCO will guaranty performance of Kalaeloa Desalco's project obligations under the Service Agreement. CWCO designs, builds, operates, and finances desalination plants. CWCO has over 40 years of design insight and operational experience with desalination systems in island environments where weather and climate pose a unique challenge to infrastructure design, construction, operations and life cycle maintenance.

Pacific Advanced Civil Engineering

Hawai'I Engineer of Record

Pacific Advanced Civil Engineering (PACE), serving as Engineer of Record, will provide the overall process design and coordination. PACE is a specialized civil engineering firm offering advanced water resource services. PACE offers a wide range of engineering services related to water, wastewater, stormwater management and water resource permitting and regulatory compliance to ensure projects are both economically viable and environmentally sustainable.

Bowers + Kubota

Civil Design

Bowers + Kubota (BK) will lead the Project's civil, architectural and landscape design of the facility and grounds. BK is a 100% Employee-Owned Construction Management, Architectural and Engineering Design Firm based in Hawai'I.
